Friday afternoon, Tenth Judicial District Prosecuting Attorney Thomas Deen filed formal charges of first-degree murder solicitation (two counts) against Stephanie Lynn Hill Rogers, according to court documents received by the Advance-Monticellonian via email from Deen’s office.

Rogers, the longtime president of the Monticello Youth Soccer Association and the wife of former Monticello Mayor Joe Rogers, had been arrested and  accused of conspiracy to commit capital murder and solicitation to commit capital murder, both Class A felonies, in October.

She is charged with requesting or urging a third party “to engage in specific conduct to cause the purposeful death” of both Joe Rogers and his ex-wife, Debbie Rogers, sometime between Sept. 12 and Oct. 18.

She is to appear before Drew County Circuit Court Judge Sam Pope at 9:30 a.m. on Monday, Jan. 28, 2019 to answer information against her at an arraignment hearing.

“The next step typically is plea and arraignment,” Deen said Saturday, “or first appearance if the judge prefers to defer plea and arraignment until the next hearing in the case.”

If convicted, Stephanie Rogers could face not less than six nor more than 30 years in prison and a fine not exceeding $15,000 for each Class A felony charge.

She remains in the Drew County Detention Facility, where she has been since her arrest.
